UKAFEC 2020 Equestrian Event Notes

AGREEMENT TO BE BOUND BY THE COMPETITION RULES:
Every competitor, by the completion of his/her entry form, agree to be bound by the Memorandum and Articles of UKAFEA and Terms and Conditions included in this Schedule, as well as abiding by the Addington Equestrian (AE), BEF, FEI, BD, BS and BTA and all Rules, Regulations and bye-laws made thereunder. The decisions of the UKAFEA , BTA or AE shall be final and binding. It is the responsibility of all competitors to familiarise themselves with the rules of the UKAFEA, AE, BEF, FEI, BS, BD and BTA. Additionally any Event specific instructions issued by the UKAFEC Event Team are to be adhered to at all times.

AGREEMENT TO BE BOUND BY THE CORONAVIRUS-19 SPECIFIC SAFETY MEASURES
The UKAFEC Health, Safety and Security Management Plan will include special safety measure that will be put in place to reduce the risk of contracting and transferring Coronavirus-19 during the show both for mounted personnel, officials and anyone on foot. Information will be circulated to competitors on these measures ahead of the event and they will be reflective of BD and BS recommendations. Reminders will be in place of special measures around the showground and these are to be strictly adhered to.

ENTRIES - **IMPORTANT**
All entries online must include the rider eligibility Priority number (see Para 11 of T&C) rank, Service, Regt/Corps, Saddle Club, Emergency Service, MOD unit (if civil servant) in the Special information box of their entry. Entries that have not provided this information risk being balloted

FOR DRESSAGE CLASSES:
Commanders and whips will be allowed at all levels apart from in the Loriners Inter-Service Team Event. The BD 2 visible number requirement will be adhered to in all Dr classes.

FOR SHOWJUMPING CLASSES (excluding Classes 27, 28, 29: Teams of 3):
Table A, BS Single Phase competition iaw BS Rule 287.
Faults to be accumulated over both sections.
First and second section with a time allowed and a time limit. Second section against the clock.
The competitor will jump the whole course unless they are eliminated.
Note the new BS rules for 2020 on whips and spurs will be strictly applied and anyone infringing these will be disqualified.

TEAM SHOWJUMPING (Classes 27-29)
Teams of 3 to have an appointed Team Capt and Team name which is included in the entry in the notes section. All team members to jump one round against the clock; the fewest combined faults and the fastest combined time across all 3 riders wins. Competitors will jump the whole course unless they are eliminated (elimination of rider does not mean elimination of the team - other team riders can still jump). Entry and payment for this is preferred on line but manually entries are allowable by exception.

TIMINGS
It is important that all riders are ready to compete on time:
- Dressage classes will run by time.
- Showjumping classes will run by drawn order – with approx timings allocated (albeit these may adjust in the event of an incident)
The Entries Secretary will endeavour to give riders with multiple entries at least 30 minutes between their class timings. Timings will be published as soon as possible after the close of entries. Competitors are asked to be patient; where a clash cannot be avoided, contact will be made with the rider and a refund offered for the class entry which cannot be accommodated.

Don't forget to bring £20 (refundable) cash deposit which is to be paid direct to AE's Stable Manager.

UK ARMED FORCES EQUESTRIAN CHAMPIONSHIPS 2020

INTRODUCTION
1. The UK Armed Forces Equestrian Championships (UKAFEC) is being held 24- 25 Oct 20 at Addington Equestrian (AE). The schedule of classes and entries is available online via Horse Monkey. The UKAFEC is organised in accordance with JSP 660 (Version 2), the National Governing Bodies (NGB) and UKAFEA Competition Policy 2020. There will be Clear Round SJ available on the Friday (23 Oct) afternoon.

AIM
2. The Rules in this document are established so that competitors may compete against each other in competition under fair conditions. They can, however, never cover every eventuality. Matters that cannot be solved by interpreting the Rules to the letter shall be resolved by the Event Officials following as nearly as possible the spirit of the text to obtain the solution that is fairest to all competitors.

AGREEMENT TO BE BOUND BY THE RULES
3. Every competitor, by the completion of his/her entry form, agree to be bound by the Memorandum and Articles of UKAFEA, BEF, FEI, BD and BS and all Rules, Regulations and bye-laws made thereunder and has agreed that the decisions of the Board, Disciplinary Panel and other competent authorities of UKAFEA given in accordance therewith shall be final and binding upon him/her. It is the responsibility of all competitors to familiarise themselves with the rules of the UKAFEA, BEF, FEI, BS, BD, BTA and specific instructions from the UKAFEC Event Team – this includes Coronavirus special measures which will be strictly adhered to.

LIABILITY
4. Neither the organisers of the event, staff of the event centre, nor any agent, employee or representative of these bodies, accepts any liability for any accident, loss, damage, injury or illness to horses, owners, riders, spectators, land, cars, their contents and accessories or any other person or property whatsoever, whether caused by their negligence, breach of contract or in any other way. Therefore, it is the responsibility for every rider to have appropriate Public Liability and Personal Accident Insurance for not only themselves but the horses in their charge. This may be a policy held by the owner and thus it is the responsibility of the rider to ensure they are appropriately covered in the case of an accident/incident.

ENTRIES
5. All entries are to be made on Horsemonkey unless there are exceptional reasons why not and then the Entries Secretary should be contacted directly by the dates advertised below.
(1) Entries Open: 7 Sep 20.
(2) The Ballot Date & End of Early Bird Discount: COP 23 Sep 20.
(3) Entries Close: COP 7 Oct 20.
(4) Late Entries Close (if space allows): COP 21 Oct 20 (subject to a £3 surcharge per class.)
(6) By exception manual entries must be with the Secretary and paid for by the advertised dates above.

BALLOT
6. Horse Monkey will list entries on the relevant website after the Opening date but this does not constitute acceptance. No entries will be confirmed before the Ballot Date. (Ballot will apply the priority order as described in para 11.

EVENT NOT OVERSUBSCRIBED
7. At Ballot Date the Secretary
(1) Will accept all entries already received at this stage, subject to their power to refuse an entry.
(2) Will notify Competitors of acceptance of their entry by email or on the Event/entries website.
(3) May continue to accept entries for all or some classes as noticed on the website.
(4) May run a wait list for sections which reach their limit.

OVER-SUBSCRIBED EVENT
8. If a class is oversubscribed at the Ballot Date,
(1) At 12 noon on the Ballot Date the Entries Secretary will close all oversubscribed classes to further entries and will wait-list or ballot out surplus entries in accordance with the Priority of riders at Para 11.
(2) Balloted entries which are not wait-listed will receive full refunds.

WAIT LISTS
9. If the Event Ballots classes:
(1) A wait list showing an appropriate number of entries in order of intended acceptance will be published. Entries to oversubscribed classes will be accepted in the published order unless there are other practical considerations which make it sensible to accept them in some other order.
(2) No entry will be wait-listed who has stated with their entry that they do not want to be wait-listed.
(3) Wait-listed entries who withdraw from the wait list before their entry is accepted will receive a full refund.
(4) Wait-listed entries will be notified when their entry has been accepted. Wait-listed entries, once accepted, are subject to the same withdrawal rules as accepted entries.
(5) Unsuccessful wait-listed entries will be refunded in full.

EVENT RULES
10. The UKAFEC Dressage and Showjumping will be run under current BD and BS rules respectively except where special rules are applies as stated in the schedule or UKAFEA 2020 Competition Policy. This includes the new 2020 BS ruling about Whips and spurs. Riders could be asked to leave if they are in contravention.

RIDER ELIGIBILITY
11. Any rider or horse not meeting the restrictions must either declare themselves HC or enter an open section where available. In order to compete at the event riders must be one of the following (Priority order will be applied if a ballot is needed and proportionally % will be applied to the non-military groupings reflecting the fact that this is a military championship):
(1) Priority 1: Serving Regular and Reserve UK Armed Forces personnel (including foreign military personnel serving in UK units).
(2) Priority 2: Member of a Military Saddle Club (over the age of 16 for dressage/jumping classes) recognised by single Service Equestrian Associations.
(3) Priority 3: UK Emergency Service or Recognised Cadet Force (over the age of 16 for dressage/jumping classes). Proportionally no more than 10% of the total entries.
(4) Priority 4: Member of the MOD Civil Service. Proportionally not more than 5% of the entries.

RESTRICTED CLASSES
12. Restrictions to BD and BS points are as stated in the Schedule. Point limits, unless otherwise stated, refer to the lifetime achievement of the horse not the horse and rider combination. Applications for exemptions may be made in writing to the Entries Secretary by no later than the close of entries.

HORSE ELIGIBILITY
13. Horses
(1) Must be a minimum of 4 years old for jumping and dressage classes as per relevant NGB regulations.
(2) May be competed by more than one rider during the show however, the horse may only compete once per class unless the second rider is competing HC.
(3) Teams of 3 Showjumping only:
i. Horses / ponies can be ridden twice on the same team if ridden by two different riders. A
rider may not ride more than once for the same team.
ii. A horse and rider combination may compete on a maximum of 2 teams but must not jump
in the same section for both teams.
iii. The horse will not be accepted in this class more than twice.
iv. A rider with more than one horse may compete on multiple teams.
(4) Will not be accepted in more than 4 classes (SJ or Dr or a combination of) per day.

HORS CONCOURS (HC)
14. A horse or rider may be allowed to take part in a class ‘Hors Concours’ (HC - non-competitively) subject to the following conditions:
(1) Payment of the entry fee plus an additional £2 charge.
(2) No prize money, qualification or placing may be won.
(3) The rider is subject to the Rules as if he/she were a competitor i.e. must follow the set track and leave the arena if eliminated.
(4) For showjumping, may do so once in the first round of the competition only and is not to participate in the jump off other than the jump off section of a single phase or two phase competition.
(5) A horse or pony that has competed HC is not allowed to compete subsequently for prizes in the same arena on the same day.

USE OF ARENAS
15. Horses may be leg-stretched on arrival (between 1400 and 1800 Friday) in Arena 1. Arena 4 may be used for Clear Round SJ warm-up on the Friday between 1430 and 1700. The field is not to be used as an exercise area. Restrictions to the warm-up arenas (Jumping only, Dressage only) will be clearly signposted and are to be strictly adhered to. Stewards will control the use of the arenas and competitors may be asked to vacate if the numbers warming-up are too high and therefore creating unsafe conditions.

WELFARE OF THE HORSE
16. The UKAFEA adopts the FEI Code of Conduct for the Welfare of the Horse in all respects in order to maintain standards in competition. The UKAFEA expects all those involved in to adhere to the Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.

INSURANCE AND VACCINATIONS
17. It is a condition of entry that all horses under a riders care present on the showground (including travelling companions) are covered by appropriate insurance including personal accident and public liability. Horses or ponies must be within 12 months of their last Flu vaccination booster or have received two injections for their primary vaccination against equine influenza given no less than 21 days and no more than 92 days apart. (Only these two injections need to be given before a horse/pony can compete in competitions). Furthermore as part of the primary course a third vaccination needs to be given no less than 150 days and no more than 215 days after the second injection. Passports with up to date vaccination details must be declared for checking over the duration of the show when asked by a representative of the Event Director. Horses or ponies must be 7 days clear of their last vaccination to participate. Any questions should be directed to the Event Director in advance.

STALLIONS
18. Stallions are not permitted without the express permission of the Event Director. If permitted to attend, stallion disks and white ribbons are to be clearly displayed at all times. When led in hand an appropriate chain is to be fitted. It is the responsibility of the owner, lessee, Authorised Agent, or rider to take adequate precautions to ensure other horses/ponies, competitors and members of the public are not put at risk of injury.

NUMBERS / BRIDLE NUMBERS
19. Horses must have their allocated bridle number on them at all times when not in the stable/transport attached to bridle/saddle cloth/rug/head collar. When competing in Dressage classes competitors are to wear 2 numbers (as per BD rules). The number on the horse must match the rider’s entry when it presents to the Steward – this rule will be strictly adhered to by officials.

UNDER 18S
20. Anyone under the age of 18 attending the competition, in any capacity, must be accompanied by an allocated responsible adult at all times. If a responsible adult is not an immediate family member, or legally appointed guardian, the responsible adult shall be notified to the Entries Secretary in the Notes of their entry. For Service personnel this will be the single Service Team Manager. All guardians are also to read and abide by the regulations as detailed in this instruction.

DRESS
21. Serving competitors. Any exception must be agreed with the Event Director prior to the class commencing.
(1) Navy. No 1 Service Dress, black or navy jodhpurs. Foul weather jackets in the event of inclement weather.
(2) Army. In order of priority, as appropriate to service orders of dress/personal issue and weather conditions;
(a) No 2 or Service Dress, issue or beige jodhpurs, full length boots
(b) Jumper order
(c) Combat jackets
(3) Royal Air Force. No 1 Jacket, beige jodhpurs and black boots.
(4) Emergency Services - equivalent uniform to military personnel.

22. Non-serving competitors. Civilian attire is to conform to current BS and/or BD rules. Any exception must be agreed with the Event Director prior to the class commencing.

23. Event Helpers. Helpers are to be dressed in clothing appropriate for the weather conditions. This will not be supplied by the organisers.

SADDLERY AND EQUIPMENT
24. All saddlery and equipment must adhere to BS and/or BD rules as appropriate to the class. Spot checks will be made - note new BS whip and spur rules.

DRAWN ORDER
25. All entries are pre-entry and timings/drawn order will be published online to prior to the competition. For showjumping classes only rules BS 231-232 apply:
(1) Individual time slots will be published as a guide only.
(2) When the order of starting has been drawn, a competitor may only compete out of order by special permission of the Judge.
(3) Starting out of order may incur elimination at the Judge’s discretion.

ROSETTES AND PRIZES IN KIND
26. Rosettes will be awarded to 6th place (unless otherwise disclosed) and Prizes in Kind at the discretion of the Class Sponsor. In the event of insufficient entries lower prizes may be withheld. Arrangements for Prizegivings will reflect Coronavirus-19 social distancing rules and will be promulgated in the pre-event Information Brief. Official photographs of prizewinners will be taken and used for PR purposes - anyone not wishing their photo and name to be used in PR material is to make this known to the Show Secretary.

REFUND OF ENTRY FEES
27. Entries received by the Secretary may be cancelled in writing prior to the Ballot Date and will be refunded entry fees less any administrative charges by the Third Party Horse Monkey.
28. Entries received manually by the Entries Secretary may be cancelled in writing not later than 48 hours before the show is scheduled to start supported by documentation demonstrating that service needs/illness have prevented attendance or a valid veterinary certificate. The competitor will be repaid 40% of the entry fees less any administrative charges by the Third Party Horse Monkey. Manual entries will receive 40% of the entry fees refunded provided the evidence required above is provided.

OBJECTIONS
29. Any objections are to be lodged in writing to the Show Secretary within half an hour of any incident, together with a deposit of £25. An Objections Panel will consider the objections and should the issue in question be overruled the deposit will be forfeited. The Objections Panel will consist of:
(1) Event Director
(2) Show Secretary
(3) At least 1 other member of the Event Team as appropriate.

30. Objections for the Inter-Services Leg and Olympia Qualifiers will be as per the UKAFEA specific rules.

HEALTH, SAFETY & SECURITY
31. All attendees are to make themselves familiar with/and act in accordance with the UKAFEC Health, Safety and Security Management Plan which will include Coronavirus-19 specific measures. This Plan will be promulgated as part of the pre-event Information Brief to Team Managers.

FACILITIES
32. Any bookings for the use of specific AE facilities are to be made directly with AE by e-mailing chris@addingtonequestrian.com. The below facilities are available to all attending:
(1) Accommodation. Hook-up is available and camping is permitted by prior arrangement with AE. STRICTLY NO BBQs OR FIRES to be lit on site - this will be monitored.
(2) Catering. The onsite cafe will be open during the event (1 hour before competition until 1 hour after competition). The licensed bar will be available both nights (Fri from 1900-2300 and Sat 1930-2300).
(3) Ablutions. Showers and Ablutions are available in the Stable Block and main building and will be subject to restrictions on numbers using at once due to Coronavirus-19. Chemical toilets are not to be emptied on site.
(4) Stabling and Electric Hook-up. There are 113 permanent stables (with rubber matting) available as well as electric hook-up and these must be booked directly through the AE website (go to the Events Page - click on the UKAFEC dates and download the Stable booking form) . Hook-up (not pre-booked) will attract a surcharge. A refundable deposit (£20) must be paid on arrival and will be returned on inspection of stable prior to departure. Stables will have no bedding on arrival and are to be left in the same empty, clean and swept state on departure. No mucking out equipment will be made available. Haylage and shavings may be purchased through AE too.
(5) Silent Hours. Due to the proximity of AE to adjacent housing the silent hours will be between 0700 and 2200. During this time noise and potential disturbance (including generators and movement) are to be kept to a minimum.

DOGS
33. Dogs are NOT PERMITTED inside any structure in Addington and MUST BE KEPT ON A LEAD at all times.

ARRIVAL
34. Stable hire does not normally commence until 1700 each day but AE have agreed that competitors may arrive with horses from 1400 on the Friday. Any earlier arrival must be cleared with the Event Director.
35. Competitors must declare at the Show Office on arrival to receive numbers and confirm their attendance. The Show Office will be open from 1400 -1900 on Friday and thereafter an hour before competition until an hour after competition has completed; however there will be limitations on numbers allowed in the Show Office at any one time to maintain social distancing and face coverings must be worn. The preferred method of making enquiries of the Show Secretary will be my e-mail or by phone over the duration of the show.
